Hardaway has proven he can recruit, but he very obviously lacks game coaching skills. If Brown has the mental capacity to get involved enough it could be a dangerous combination. But the hire comes on the heels of Penny not getting the Orlando Magic job while the Memphis fans grumble about his falling short of delivering a team that makes deep runs in the Big Dance.
Yes, Brown is a cheater w/r/t recruiting and other rules. But he's forgotten more about the game of basketball than most coaches know. His brilliance is cited by most that know the game.

When Ole Miss was looking for a new coach to replace Andy Kennedy, the word got out that it was going to be Hardaway and how great it would be to put butts back in the seats and get top recruits.
