That designation is there and will stay there until there is parity that changes the narrative. You'll also take in transfers. Leaving early is mostly a problem for the upper P5's.

The power programs, which have disproportionate amount of power, would never go for it since it would potentially make them less dominant by impacting their depth.
I fully understand that. But I believe it can still be done. As posted above it will be the P5's fighting it. What the G5's have going for it is the massive losses those P5's are facing which would make the cost savings attractive.
