Between the zoo/park/campus, the old sugar plantation is tapped out.
Purchasing the abutting properties on the west side of Yulman may be the way to go to add an upper deck.

I have no idea why you think you can put a dome over an existing stadium, never mind a stadium that has no room for additional pilings. Yulman was built for expansion, dome would be no issue!!! The television networks need to install an administrative authority for Football only.
MLB & NBA currently have advanced talent development programs. Football does not. My guess would be something along the lines of an IMG on each campus to put some constraints NIL/Collectives payouts.
