He's leaving Stanford because he's the #2. I doubt he's gonna go to a lesser football school to be the #2, in a system that doesn't really fit him. He's eligible immediately. He's looking for somewhere he'll compete with a freshman, not a returning starting QB.

I agree, Tulane is not a fit for this young man.... there are several JUCO's still available, I posted the link previously
