Here is my solution to the current Bowl fiasco with multiple 5-7 teams getting into Bowls.
One solution is to limit number of Bowls. It is the right solution. But -- the problem with that is that the P5 would basically get all of the Bowl tie-ins, and the poor would get poorer. So, here is a solution: limit bowls, but also limit tie-ins. Only conference champions could be guaranteed a slot. Everyone else would be seeded. Using the Massey Composite Ratings, here is how a 25 Bowl schedule would look like

Oklahoma vs Clemson
Bowl #3
Michigan State vs Stanford
Bowl #4
Iowa vs Notre Dame
Bowl #5
Baylor vs Florida State

Under this scenario, you could employ a 7-win season rule, in which case you could replace Washington, Arizona State, and Auburn with San Diego State, North Carolina State, and Western Michigan. Instead of 80 of 128 (62.5%) teams making Bowls, you would have 50 of 128 (39%) teams making Bowls. These games would be better played, more interesting and the fans would win, and the games would be more rewarding for the players to win.
Bowls are supposed to rewards quality teams. 5-7 doesn't cut it.

6-6 does not cut it also, as far as I am concerned. I like your thinking, but these small bowl games are just doing it to make money, and they will do whatever they can to keep your plan from happening.
