The television networks need to install an administrative authority for Football only.
MLB & NBA currently have advanced talent development programs. Football does not. My guess would be something along the lines of an IMG on each campus to put some constraints NIL/Collectives payouts.

As a player, you know when you’re being coached well by a position group coach.
As a fan you can see the results of DC/OC tactics.
As a Head Coach you can see how the menagerie is putt to strategy.
As an opposing player you are real quiet watching film.

O-lineman, D-lineman & cover 0 db’s you can have a sh*tbird at QB & still win most, if not all of your games ( with very good coaching).
I don’t know of a team sport position group that is that is given more & less credit for the outcome of games.

A 16 team playoff format would go a long way to encourage player & staff participation. We will need to regulate all access to the portal for a date after the national championship game.
The lower tier bowl games can exist for what they are.
